Saudi SFDA Registration for Pen Injectors: MDMA, the LAR and the Three-Year Clock

Published 2026-10-28 · Keywords: SFDA medical device registration

A Saudi medical device marketing authorization is valid for three years. That number reorganizes the whole program. Whatever you did to assemble the first file you will do again — faster, with fresher documents — every three years, and the renewal window opens 90 days before expiry. Suppliers who treat the first authorization as a one-off project hand you a second project in year three.

The other thing worth knowing early: there is no low-risk shortcut. Every class goes through the same authorization, filed electronically through the SFDA’s GHAD portal by a Saudi representative, not by you and not by your manufacturer.

Three parties, and the one that decides your exit

Party What they hold What they can lose
Manufacturer Technical file, ISO 13485, labeling, declaration of conformity Nothing at ministry level, but every document is filed under the representative’s account
LAR — local authorized representative The establishment account in GHAD, the authorization itself, the address SFDA writes to The establishment licence, and with it every product authorized under it
Distributor Commercial rights, import, stock Nothing regulatory, unless they are also the LAR

MDMA is the only route

The Medical Devices Marketing Authorization (MDMA) is issued per product, or per family, through GHAD. Classification follows the IMDRF and EU-aligned A-to-D scheme; the class does not change which door you walk through, only how deep the technical review goes and how much manufacturing evidence SFDA expects alongside it.

Class Typical profile What the review weights
A Low risk Administrative completeness and conformity statements
B Low-to-medium risk Technical file in substance
C Medium-to-high risk Technical file plus manufacturing and GMP evidence
D High risk Full technical review, highest evidence burden

A pen injector sits at B or C depending on the drug-device combination and how the device is presented. As in every jurisdiction, the authority decides, and an argument about class is a written rationale, not a negotiation.

The LAR decision is a commercial decision

The most common structural mistake is appointing the distributor as the LAR because it is convenient and already has an establishment account. It can work well. It also welds the authorization to a commercial relationship, and programs that do it casually discover the consequence at the first serious disagreement.

Write three things into the agreement before anyone files:

  • What happens to the MDMA on termination. Does it transfer, and who cooperates with the transfer?
  • Who controls the GHAD account. Credentials, contact details, the email address SFDA writes to.
  • Who pays renewal fees and who owns the dossier updates at each three-year cycle.

A supplier cannot solve this for you, but a supplier can tell you what a maintained document set looks like, which is the input the next renewal needs.

What the file contains

Element Owner Notes
Establishment account and LAR licence in GHAD LAR Must be active before submission, not during
MDMA application: product family, IFU, labels LAR with manufacturer input Family grouping decided here — too narrow multiplies fees, too broad draws questions
ISO 13485 certificate with scope text Manufacturer Scope must name the site and cover finished devices
Declaration of conformity Manufacturer To the standards you actually claim
Certificate of Free Sale or equivalent Authority of the manufacturing country Legalized as required
Labeling: Arabic, or Arabic with English Manufacturer The Arabic is reviewed as content — dose, storage, warnings — not as decoration
Technical file to the SFDA structure Manufacturer Written to their guidance, not pasted from a CE file
Manufacturing evidence Manufacturer Audit history: ISO 13485 surveillance, MDSAP reports

The labeling point catches more programs than any other. Bilingual Arabic and English labels are accepted, but a machine translation of an EU label does not survive review when the dose statement or the storage condition reads ambiguously in Arabic.

A dated sequence

Stage Owner Planning range
LAR appointment, establishment account active You + LAR 2–6 weeks
Technical file assembly to SFDA structure Manufacturer 3–6 weeks
MDMA submission and administrative review LAR Weeks
Technical review SFDA Weeks to months, class-dependent
MDMA issued SFDA Three-year clock starts
Renewal window opens You 90 days before expiry

These are planning ranges, not service guarantees. What a supplier controls is the document set and how quickly it can answer a request for additional information — which is the variable that actually moves the date.

The renewal is the real test

Three years is short enough that the renewal should be a maintenance task, not a project. That only happens if the document set is version-controlled from day one: a change log covering design changes, label revisions, site changes and standard updates, each with the date and the evidence attached.

Ask a potential supplier one question that separates the two positions: if we ask in year three what changed since authorization, can you produce that list in a week? A supplier who can has been maintaining the file. One who cannot will rebuild it, and you will pay for the rebuild.

Where NOVIXPEN sits in this

The device-side package your LAR files: ISO 13485:2016 certified by TÜV SÜD, scope text covering design, production and distribution of finished pen injectors; an MDSAP audit covering five authorities, effective 2026-02-12 and valid to 2029-02-11; per-part ISO 11608 test reports; ISO 10993-1 biocompatibility; and a container compatibility summary naming your cartridge or pre-filled syringe supplier.

Certificate copies travel with the order documentation. Before that, the scope text, the holder, the certificate number and the validity date are confirmed in writing, so your LAR can check the file structure and you can verify the numbers in the public register.

What this does not cover

Drug registration through SFDA’s drug sector, if your product is a combination; the distributor’s own import licences and customs clearance; Saudi UDI and labeling-system mechanics, which your LAR handles; and post-market surveillance reporting, which sits with the LAR. The regional picture, including how SFDA and MOHAP differ on what they want to see first, is on the Middle East market page.
