Brazil ANVISA Registration for Pen Injectors: Registro, BRH and the B-GMP Step Nobody Plans For

Published 2026-10-28 · Keywords: ANVISA registration pen injector

A Brazilian device registration is valid for ten years. The certificate that decides whether you get one lasts four — and it is not your ISO 13485 certificate. The B-GMP (Certificado de Boas Práticas de Fabricação, CBPF) is issued by ANVISA to the manufacturing site, and for higher-risk imported devices the registro does not issue until it exists.

Teams arriving from the EU routinely misread this. They have a valid ISO 13485 certificate from an accredited body, they assume the quality-system box is ticked, and they discover four months in that ANVISA wants its own certificate, tied to its own audit or to an audit report it recognizes. That gap is the single most expensive misunderstanding in the Brazilian path.

Four actors, and where each one stalls

Actor Role Where programs stall
Manufacturer Holds B-GMP, writes the technical dossier, controls labeling Dossier written to EU MDR structure, missing what the Brazilian format requires
BRH — Brazil Registration Holder Files and holds the registro, is ANVISA’s counterpart Appointed late, after the dossier is already built
Importer / distributor Holds the AFE (Autorização de Funcionamento), executes imports AFE scope does not cover the product class
ANVISA Issues B-GMP and the registro Queue, and requests for additional information

The BRH is not optional and not a formality. A foreign manufacturer without a legal presence in Brazil must appoint one, and the BRH is the party answerable to ANVISA for the registration and for the Brazilian GMP obligations attached to it.

Notificação or registro? RDC 751/2022 decides

RDC 751/2022, in force since 2022, replaced the older framework and carries 22 classification rules in Annex I, modelled closely on the European rules. In vitro diagnostics have their own rule set under RDC 830/2023.

Class Route Validity
I and II Notificação (notification) No fixed expiry
III and IV Registro (registration) 10 years, renewable

A pen injector typically lands in III or IV depending on the drug-device combination, the route and duration of use, and the consequences of failure. The class decides which route you are on, which means a classification error does not cost you a correction — it costs you the whole submission. Get it reviewed by someone who has filed in Brazil before you build the dossier.

The B-GMP step, stated precisely

ANVISA issues the CBPF to the manufacturing site. For Class III and IV imported devices it is a precondition of the registro.

Brazil participates in MDSAP, and this is where the path becomes tractable: an MDSAP audit report covering the ANVISA requirements can replace the separate ANVISA GMP audit. ANVISA still issues the B-GMP certificate on the basis of that report. The audit is substitutable; the certificate is not. No MDSAP certificate can stand in for a CBPF, and no supplier should tell you otherwise.

Two practical consequences follow, and both are checkable before you commit:

  • The MDSAP scope must name the exact site that will manufacture your devices. A certificate for a sister plant, or for a site that only moulds components, does not cover the registration.
  • The scope must cover the device family. An audit scoped to a different product line leaves your platform outside it.

The CBPF also has its own validity, shorter than the registro’s ten years, which means a long-lived registration will outlive several GMP cycles. Plan the renewal cadence at the start, not at year four.

What goes in the dossier

Element Owner Notes
Technical dossier (dossiê técnico) Manufacturer with BRH Must follow the Brazilian structure — a translated CE file is not the same document
Labeling and IFU in Portuguese Manufacturer Reviewed as content; literal translations of EU text often fail
Certificate of Free Sale Authority of the manufacturing country Consular legalization or apostille, then sworn translation
Letter of authorization to the BRH Manufacturer Must name the BRH and the product family explicitly
ISO 13485 certificate with scope text Manufacturer Site-specific, finished devices
MDSAP audit report Manufacturer The basis for the B-GMP
Shelf-life and stability data Manufacturer State which data is real-time and which is accelerated
Test reports: ISO 11608 parts, ISO 10993-1 Manufacturer or test house Per part, per configuration — not one report for the family

A dated sequence

Stage Owner Planning range
BRH appointment and letter of authorization You 2–4 weeks
B-GMP: MDSAP report submitted, ANVISA review, certificate issued ANVISA The long pole — months, not weeks
Dossier assembly to Brazilian structure Manufacturer + BRH 4–8 weeks
Registro submission and technical review ANVISA Months, class-dependent
AFE and import licence Distributor Runs in parallel but must precede first shipment
Registro issued ANVISA Ten-year clock starts

Start the B-GMP immediately, before the dossier is finished. It is the only stage in the chain that you cannot compress by working harder, and it is the one most often sequenced last.

Four questions that decide your timeline

  1. Does your MDSAP scope name the site that will make my devices, and does it cover the ANVISA requirements?
  2. Who is the BRH — and is the BRH also my distributor?
  3. Has your dossier been written to the Brazilian structure before, or will my BRH rebuild it from scratch?
  4. Which of your shelf-life data is real-time, and which is accelerated?

Question two deserves a warning. When the BRH and the distributor are the same company, the registration sits inside a commercial relationship. That can be efficient and it can be a lock-in. Either way, decide it deliberately rather than by default.

Where NOVIXPEN sits in this

The device side of a Brazilian file is what your BRH submits, and it is the part a supplier either has or does not. Ours: ISO 13485:2016 certified by TÜV SÜD, with scope text covering design, production and distribution of finished pen injectors; an MDSAP audit covering ANVISA among five authorities, effective 2026-02-12 and valid to 2029-02-11; per-part ISO 11608 test reports; and ISO 10993-1 biocompatibility.

Certificate copies travel with the order documentation. Before that, the scope text, the holder, the certificate number and the validity date are confirmed in writing — enough for your BRH to check the file structure and for you to verify the numbers in the issuing body’s public register.

What this does not cover

Drug registration, if your product is a combination and the drug side is filed with ANVISA’s drug area; INMETRO certification, which enters only where the device has an electrical or energy scope — a purely mechanical pen does not; state and municipal licensing; and technovigilance reporting, which sits with the BRH after launch. The regional picture is on the Latin America market page, and the scope-wording question is covered in reading an ISO 13485 scope.
